Elected Officials
The following represents a sampling of local Republicans elected to office and is not intended to be an exhaustive list. For state wide or nationally elected officials, please consult the websites for the corresponding government body.
Vanderburgh County Commissioners
The Board of Commissioners of Vanderburgh County acts as the executive body of county goverment. It is composed of three (3) members elected countywide. They reside in one of three separate districts organized geographically. Districts 1 and 3 are elected in Presidential election years; District 2 is elected in Presidential mid-term election years.
Lloyd Winnecke was elected to the Board of Commissioners in November 2008, and prior to that served nine years on the Vanderburgh County Council, including three years as president and one year as finance chairman. Beyond his public service roles, Lloyd serves as Vice President/Marketing Director for Fifth Third Bank in Evansville.
Lloyd is a 48-year old native of Evansville. He is a graduate of Central High School and holds a Bachelor of Science degree in Communication from the University of Evansville. Lloyd is married to former Vanderburgh County Commissioner Carolyn McClintock, who is a real estate agent with FC Tucker Emge Realtors.
Vanderburgh County Council
The Vanderburgh County Council is the fiscal body of county government which serves as a check on the Board of County Commissioners. The County Council is comprised of seven (7) members. The county is divided into four (4) Council districts from which one (1) council member is elected from each district and three (3) council members are elected from the county at-large.
Joe Kiefer is currently a County Councilman and previously served as an at-large City Councilman. Kiefer is also a commercial real estate agent and actively involved in the community. Kiefer and his wife JoAnn have four children and stays involved in his children’s lives by coaching youth baseball, soccer, and basketball. |
Thomas J. Shetler, Jr. was elected by caucus to the County Council in 2006 and currently serves as President of that body. Previously he served as a County Commissioner. Shetler is a strict fiscal conservative and responsible, with other council Republicans, for a number of government downsizing initiatives. |
James B. Raben was first elected to the Council Council in 1991 and has served as the County Finance Chairman since 1997. He is also part owner of Raben Tire Co., Inc. and a resident of Evansville’s West Side. Raben Tire, based in Evansville, has been in business for more than a half century. |
Russell Lloyd, Jr. is a County Councilman who was appointed through caucus. Outside of public office Lloyd is senior director at the tax and accounting firm Kruse Dicus & Associates LLP. Lloyd is a former mayor of Evansville and, before being elected to mayor in 1999, he served on the County Council for three years. |
State Senator/Representative
Evansville and Vanderburgh County are represented by two state senators. In general, the southern third of the county, the western side, and Armstrong Township are part of District 49. Most of the county is in District 50, which extends to the east. Vanderburgh County’s delegation to the Indiana State House of Representatives is comprised of four representatives.

Suzanne Crouch has served as state representative since 2005, having filled the seat vacated by Vaneta Becker. Prior to serving as a state representative Suzanne served as a County Commissioner, County Auditor and party chair. |
Evansville City Council
Pursuant to the Indiana Code, the Evansville Common Council (better known as the City Council) serves as the fiscal agent of the City of Evansville. The Council approves all budgeted expenditures by the City and also considers all resolutions and ordinances of the City. The Council is composed of nine (9) members, six (6) of whom are elected from districts, or wards, of the City and three (3) members who are elected at-large.
Dan McGinn has served as director of the Mesker Park Zoo & Botanic Garden, and before that as a trial lawyer with the Gerling Law Offices. Dan was elected to the city council by caucus in 2009. |
Vanderburgh County Auditor
The Auditor is the chief financial officer of the County and literally keeps the books for county government. The staff is responsible for handling all receipts and disbursements of county funds, creating financial statements for the county, completing annual reports for review by the State Board of Accounts, and maintaining payroll for county employees.
Bill Fluty was first elected to County Auditor for a four year term in 2002. He was successfully re-elected in 2006 for another four year term. Prior to his election Fluty served as chief deputy auditor since 1995 under Suzanne Crouch. |
Vanderburgh County Clerk
The Office of Clerk of the Circuit Court is established by the Indiana State Constitution to serve as the record keeper for the Constitutionally created Court. The Clerk is elected by the residents of Vanderburgh County and is limited to serving two consecutive terms. The Clerk of the Circuit Court also serves as the Secretary to the County Election Board which is responsible for conducting all elections in the county including the certification of results.
Susan K. Kirk was first elected to County Clerk in 2004. She was re-elected in 2008 in an unopposed contest. Ms. Kirk was instrumental in establishing polling stations in the local libraries during the 2008 and 2009 elections, making the election more accessible. |
